It may make sense to install Windows 8.1 from scratch but if you spent a lot of time configuring Windows 8, you may think twice about going to Windows 8.1 just yet - as it is closer to a complete reinstall than an update,If you have older programs running - they may run fine under Windows 8 but not Windows 8.1.
So to disable this:
Go to Control Panel > Uninstall a program > View installed updates > Scroll down to and uninstall KB2885699:
1. Press "WIN+R" keys together to launch RUN dialog box and type gpedit.msc and press Enter. It'll open Group Policy Editor.
2. Now go to:
Computer Configuration -> Administrative Templates -> Windows Components -> Store
3. In right-side pane, double-click on "Turn off the offer to update to the latest version of Windows" option and set its value to "Enabled".
